Secretary of State Marco Rubio said Tuesday that the Iranian government is making a solo effort to control passage through the Strait of Hormuz through a tolling system. “The Russians are not in favor of the toll system, the Chinese are not in favor of the toll system,” Rubio told reporters on his plane.
