The Cook Political Report on Monday shifted four Senate races to the left, but noted the GOP is still favored to retain its majority in the upper chamber this November. “With the national climate increasingly favorable to Republicans, the Senate battleground is shifting in favor of the Democrats,” wrote Senate & Governors editor Jessica Taylor.
