In my opinion, what is really going on, it is that three basic realities about crime and disorder in DC are being confused.
First, DC has gang-related violence-ie not random. The victims of these murders, usually firing, are usually members of other gangs. Inconsistently, this violence occurs in poor and historically unsafe neighborhood. It is the same type of crime that many big cities struggle from Detroit to Philadelphia to Baltimore, and so on.
The way to address it is to investigate and resolve more murder cases by giving more resources to the murdered detectives, and then to prosecute the illegal firearm property.
