Virginia voters on Tuesday approved a mid-decade redistricting plan that could help Democrats win four more House seats before the November midterms. Voters in the Old Dominion approved a temporary amendment to the state Constitution to allow Democrats to draw new congressional lines in the party’s favor in all but one of 11 House districts.
