Can the pardon power be saved from its own abusers?


The Pardon Integrity Act, which would give Congress the power to veto presidential pardons, is intended to address presidential abuse of his pardon powers, but it would further politicize the pardon process and potentially remove the ultimate failure of the people against an overreaching federal government.
