tyler chase TMZ has learned he’s sleeping on the streets of Riverside again and police can’t do anything to help the former child actor due to California laws.
Riverside Police Department spokesperson Ryan Railsback Tells Us … The former “Neds Declassified” actor is in desperate need of long-term care, but sentencing laws prevent police from forcing Tyler into a mental health or substance abuse treatment facility.
“Mighty Ducks” star shawn weiss — a prominent attorney for Tyler — says a mental health crisis team recently placed Tyler on a 72-hour involuntary psychiatric hold, but they inexplicably released him back to his homeless existence. TMZ obtained video of Tyler leaning against a building and taking a nap on Monday.
Railsback tells us police can’t help Tyler — legally — because he’s not deemed seriously disabled or a danger to himself and others. Not only that, but Railsback explains that Tyler politely declined all attempts by authorities to get him off the streets and into a facility, explaining that homelessness is not a crime.
And get this… Railsback says that even if police arrested Tyler for possession of certain narcotics or drug paraphernalia, the charges would be misdemeanors and he would be released immediately after receiving the summons.
As we reported … Tyler has reportedly been living temporarily in Southern California for quite some time while battling a meth addiction.
Railsback says the police are doing everything they can to get Tyler under the laws, but they have no influence, adding, “We can’t kidnap him.”
