President Trump said Monday that the United States and Cuba are talking as the island faces dire circumstances amid an oil blockade imposed by the White House. “Cuba is a failed state right now, and they don’t even have jet fuel to keep their airplanes flying. They’re blocking their runways,” Trump said.
