The Committee on Senate Banking, Housing and Urban Affairs on Tuesday upgraded a bilateral bill with the aim of promoting housing supply, improving housing ability and increasing the efficiency of federal regulators and housing programs.
The committee unanimously voted to further renewal in the Housing Act of 2025 in American Dream (Road)-Chairman Tim Scott (RS.C.) and ranking member Elizabeth Warren (D-Mass.) In the first bipartisan housing markup of the committee in more than a decade.

Large laws include proposals from each member of the committee. The bill includes encouragement for states and cities to promote housing supply, and it rewards communities that do so when reducing construction costs. Bill cuts a lot of red tapes around zoning and construction standards and streamlines inspections in federal programs to improve efficiency. It also includes provisions to eliminate duplicate regulatory requirements.
This bill will instruct the Housing and Urban Development Department (HUD) to develop a loan and grant program for some household owners and landlords to help address home repair and health hazards among other provisions.
“For years, American people have asked their elected officials to work to reduce the cost of housing. The Scott-Warren law represents what is possible when both sides are possible when putting families before politics. This is an important step in the right direction,” Warren He said in his comment,
“I am happy today, but this is only one first step. Congress should do more. I am eager to continue working on these issues,” he continued, urged his colleagues to pass the law fast.
