A fire was brought under control after an explosion Tuesday at Valero’s largest oil refinery in Texas, prompting shelter-in-place orders for area residents. The explosion occurred at a refinery in Port Arthur, Texas, about 90 miles east of Houston. Mayor Charlotte Moses told residents that there were no injuries in the incident.
