It is especially related to the Afghans who served American interests and faced an increased threat of vengeance on return. Except for moral arguments against sending the US helping the US, the report of the State Department makes a case that they will be put in serious threat from deporting them.
Similarly, Ukrainians who have escaped from the brutal Russian war were given a temporary human status due to war. The administration withdrew this situation, which means that more than 120,000 Ukrainians will be forced to return to them.MotherlandIf they lack existing asylum requests.

Historically a powerful tool in American policy -making, human rights reports have traditionally provided an objective source to inform foreign and domestic policy, reflect American values and project American Democratic global leadership. Immigration enforcement, including expulsion, is an essential component of immigration policy. But this should not reduce American values and foreign policy objectives.
Any distance between American human rights standards and our handling of migration policy reduces the US values and the United States status in the world. It also damages America’s reliability and the ability to secure its interests globally, where these interests are threatened by global contestants.
